　　Q: Please introduce the background and basic orientation of the Action Plan.

　　A:Report to the 20th CPC National Congress of the Communist Party of China stressed that the task of ecological environment protection is still arduous. General Secretary of the Supreme Leader pointed out that China’s ecological civilization construction has reached a window period when it has the conditions and ability to solve outstanding problems in the ecological environment. With the remarkable achievements in the battle against pollution of blue sky, clear water and pure land, people’s expectations for the quality of ecological environment are getting higher and higher, and their tolerance for ecological environmental problems is getting lower and lower. Noise pollution has increasingly become the hot spot and focus of centralized complaints in the environmental field. In 2021, the national ecological environment complaint reporting management platform received more than 450,000 reports from the public, of which noise disturbance accounted for 45.0% of all reports, ranking second among all environmental pollution factors. Strengthening the prevention and control of noise pollution is an urgent need to solve the environmental problems that are strongly reflected by the masses, and it is a concrete embodiment of adhering to the people-centered development thought.

　　In order to actively respond to the people’s new requirements and expectations for a beautiful environment, thoroughly implement the spirit of the important instructions of the Supreme Leader General Secretary "to be quiet, harmonious and beautiful", and the Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Fight against Pollution (hereinafter referred to as "Opinions") requires that "noise pollution prevention and control actions should be implemented to speed up the resolution of outstanding noise problems that the people care about". 　　The Action Plan is based on the great opportunity of the implementation of the Law on the Prevention and Control of Noise Pollution in People’s Republic of China (PRC) (hereinafter referred to as the Noise Law), focusing on outstanding issues closely related to the people, fully considering the characteristics of noise pollution prevention and control, and systematically planning the noise pollution prevention and control work to be mainly carried out by various departments during the Tenth Five-Year Plan period. Compiling and implementing the Action Plan is of great strategic significance and leading role in realizing the continuous improvement of acoustic environment quality, is the practical embodiment of comprehensively studying and implementing the spirit of the 20th Party Congress, is an important measure to thoroughly implement the supreme leader’s ecological civilization thought, and is also a concrete action to speed up the solution of the people’s urgent problems.

　　Q: Please briefly introduce the main contents of the Action Plan.

　　A:The Action Plan consists of 10 chapters and 50 articles, and constructs a "1+5+4" framework system: achieving "1" goals and continuously improving the quality of the national acoustic environment; Deepen the "5" class control and promote the steady improvement of noise pollution prevention and control level; Strengthen "4" aspects and establish a basically perfect management system for noise pollution prevention and control.

　　Achieve "1" goals.Guided by Socialism with Chinese characteristics Thought of the Supreme Leader in the New Era, the Action Plan fully implements the spirit of the 20th National Congress of the Communist Party of China, thoroughly implements the thought of ecological civilization of the Supreme Leader, and takes "laying a good technical foundation, filling shortcomings in fields, strengthening weaknesses in mechanisms, and paying close attention to the implementation of responsibilities" as the general tone, further clarifying the thinking of noise pollution prevention and control during the Tenth Five-Year Plan period. Through the implementation of noise pollution prevention and control actions, we will basically grasp the pollution status of key noise sources, continuously improve the noise pollution prevention and control management system, effectively implement pollution control responsibilities, and steadily improve the level of governance; To implement the requirements of the Opinions, by 2025, the compliance rate of the national acoustic environment functional zones will reach 85% at night, which will promote the continuous improvement of the national acoustic environment quality.

The second is to improve laws and regulations, strengthen the support of science and technology education, promote the convergence of relevant laws and regulations with the Noise Law, improve the standard system for noise pollution prevention and control, strengthen scientific research education and personnel training, and promote the transformation of scientific and technological achievements. 　　A:As a guiding document for noise pollution prevention and control during the Tenth Five-Year Plan period, the Action Plan further consolidated the work foundation, strengthened key control measures, refined the requirements stipulated in the Noise Law, improved the concept of social co-governance, and strived to gradually meet the people’s growing needs for a harmonious and peaceful environment. Mainly reflected in four aspects:

　　The first is to highlight the foundation.The Action Plan was jointly compiled, improved and issued by 16 departments and units. Combined with the work foundation of major functional departments in noise pollution prevention and control, the Action Plan defined tasks in improving laws and regulations, improving the standard system, improving the monitoring and supervision ability, and detailed requirements in enhancing civilized consciousness, encouraging advanced demonstrations, and advocating joint governance by the whole people, so as to jointly build a big pattern of noise pollution prevention and control step by step.
