In order to ensure the smooth flow of the logistics supply chain, the Ministry of Transport said on April 12 that all localities have been required to coordinate the prevention and control of the epidemic situation and the smooth passage of truck drivers, and accurately implement the control of truck traffic.
On the aspect of waterway transportation, on April 13th, the Ministry of Transport issued a document requesting that the work of waterway transportation safety production, epidemic prevention and control, and traffic protection and smoothness should be well coordinated. It is necessary not only to do a good job of external defense input at the port of waterway transportation, but also to strictly guard against the risk of epidemic spread to the port area in epidemic-related cities, and to strengthen the special management of personnel in high-risk positions and the static management of front-line personnel.

The Ministry of Transport said that the transportation authorities in the epidemic-affected areas should promote the local joint prevention and control mechanism to provide necessary protection for port operators to commute, strengthen care for drivers and crew of port collection and distribution trucks, and encourage qualified areas to provide free nucleic acid testing services for drivers and crew. Non-contact operation shall be carried out for domestic ships from epidemic-affected areas without disembarking or boarding.
Liu Peng, Deputy Director of the Water Transport Bureau of the Ministry of Transport:Coordinate the prevention and control of waterway epidemic situation and ensure smooth traffic. Port enterprises in the closed control area should arrange operators to enter the port in advance and implement closed management. At the same time, strengthen service guarantee. First, port enterprises should enrich the strength of front-line operators in the port and keep the port operating 24 hours a day; The second is to provide drivers with basic services such as catering and toilet in highway service areas and epidemic prevention checkpoints, and to provide ships with basic services such as refueling, water supply, daily necessities supply and ship pollutant reception in water service areas.
For ships transporting medical prevention and control materials, people’s livelihood materials and important production and living materials such as grain, energy and fertilizer, priority measures shall be taken for pilotage, priority for passing through gates, priority for anchoring and priority for berthing and leaving.
