Liu Ying, a Ph.D. student at University of Science and Technology Beijing, has recently attracted a lot of attention due to this brilliant academic achievement.

At present, Liu Ying is studying in the Italian Institute of Technology, following Professor Liberato Manna, a big bull in chemistry and deputy editor of the internationally renowned journal Nano Letter. Liberato was ranked 24th in the ranking list of the top 100 cited chemists in the world published by Thomson Reuters from 2000 to 2010.

In March this year, Liu Ying will return to China and take part in the defense of doctoral thesis. Now he has received an offer from a key university in central China to directly hire a researcher. It can be said that Liu Ying has been ahead of her peers in the starting link of scientific research, so how did she do it?

I would rather reread than change my major.

In September 2012, Liu Ying became a freshman at University of Science and Technology Beijing, majoring in industrial design.

When she first entered school, Liu Ying’s major courses were sketching and color, but she found that she didn’t like drawing very much. So, she came up with the idea of changing her major and put it into practice. In the first half of the freshman year, Liu Ying submitted an application to the school to transfer to the major of materials science and engineering, and finally passed the interview.

In September 2013, Liu Ying became a freshman again, majoring in materials science and engineering. Because of the great difference between the two subjects, she can only accept the price of changing her major-demotion.

However, Liu Ying is satisfied with his new major. Later facts also proved that she did the right thing in this multiple-choice question. During the undergraduate course, Liu Ying achieved excellent results and won many honors such as "People’s Scholarship" and "Three Good Students". In 2017, she obtained the qualification of insurance research in our school.

After changing majors, Liu Ying’s study is like a duck to water. In the first year of master’s degree, she applied for the qualification of master’s degree and doctoral degree.

Formal scientific research work has just begun. Liu Ying studied under Xia Zhiguo, a professor from the Department of Materials Physics and Chemistry, University of Science and Technology Beijing, mainly engaged in the synthesis and luminescent properties of inorganic perovskite nanocrystals.

She was shocked when she first saw with the naked eye that the synthesized nanocrystals showed bright green light. "The luminous efficiency of general materials is not so high."

Later, as the research on perovskite continued to heat up, Liu Ying began to carry out research on related luminescence fields around perovskite materials. In 2018, as co-first author, Liu Ying published an article entitled "Synergistic Preparation of High Stability/High Efficiency Perovskite Nanocrystals by Water Post-treatment Strategy" in Chemistry of Materials.

This is the first research paper related to perovskite published by Liu Ying. In 2018, Liu Ying published two papers as the first author and one as a co-author.

Two articles a year, writing quickly and correcting slowly is the trick.

From 2019 to 2021, Liu Ying published two papers every year.

Among them, Liu Ying’s most satisfactory paper was published in Angewante Chemie International Edition in 2020, which proposed a design idea of rare earth-doped lead-free perovskite nanocrystals, expanding its luminescent application.

Write quickly and change slowly, which is the paper writing skill summarized by Liu Ying. This article took about two weeks from the beginning of writing to the completion of the first draft, and it took about three to four weeks for the tutor to guide the revision of the paper. From the preliminary preparation to the final publication, it took about a year.

Liu Ying is very grateful to his tutor Xia Zhiguo and his research group. The tutor is very strict about the progress of scientific research, and the members of the research group need to submit weekly reports to the tutor to report their own experiments and work progress. The tutor asked the students to be good at finding and summarizing problems while ensuring the experimental time.

"A large number of experiments have accumulated to build a reasonable scientific framework for the paper, and then select appropriate journals to contribute according to the research field." In Liu Ying’s eyes, it is not difficult to send papers. Her tutor has always stressed that don’t send papers for the sake of sending papers, do more experiments, think and summarize more. In such an atmosphere, the quality and quantity of papers will not be bad.

"We are studying luminescent materials, and there are many scientific problems to be further discussed." Xia Zhiguo believes that publishing a paper is like selling your own research results, and only good results can get big sales.

He also asked students to go out more, participate in academic exchanges and integrate into the academic community as soon as possible. For example, Liu Ying’s article "Preparation of Perovskite Nanocrystals with High Stability/High Efficiency by Water Post-treatment Strategy" mentioned above was presented as an excellent poster paper at the Seventh National Academic Conference on Luminescence Properties of Doped Nanomaterials.

So, why did Liu Ying choose to study in Italy? It turns out that Liu Ying had previously cooperated with Liberato, and the research of Liberato’s research group is in line with her research on lead-free perovskite nanocrystals in China. So, she contacted Liberato, received an invitation letter, and later applied for a scholarship from the China government.

In February, 2021, Liu Ying officially went to Italy and began his one-year study and life.

I won’t stay in Beijing after graduation, but I will continue to do scientific research.

In China, Liu Ying will arrive at the laboratory before 8 am on weekdays, start work and leave the laboratory at 22 pm; In Italy, according to the working schedule of the research group, Liu Ying’s daily working hours were shortened by four hours. In her words, "When in Rome, do as the Romans do. If it is too early or too late, there will be no bus."

Compared with the pace of work and life in China, Liu Ying obviously felt much slower in this year. In a strange country and a brand-new environment, there will be some problems and many maladjustments. In the experiment, from synthesis to testing and calculation, the progress of each stage is very slow. What Liu Ying can do is to learn how to make rational use of time and plan his study life while slowly adapting.

Implementation Plan of "Smart Site" Construction in Lishui City

In order to implement the Opinions of the General Office of the State Council on Promoting the Sustainable and Healthy Development of the Construction Industry (Guo Ban Fa [2017] No.19), the Notice of the Ministry of Housing and Urban-Rural Development on Printing and Distributing the Outline of the Informatization Development of the Construction Industry from 2016 to 2020 (Jian Zhi Han [2016] No.183) and the Notice of the Housing and Urban-Rural Development Department of Zhejiang Province on Accelerating the Construction of "Smart Sites" in the Province (Zhejiang Jian Zhi An Fa Effectively improve the efficiency of industry supervision and service, and improve the fine management level of the construction site in our city. Our bureau decided to immediately carry out the construction of smart sites, and formulated this implementation plan.

I. General requirements

Fully implement the requirements of high-quality development of the construction industry, take improving the engineering quality and safety level and building a harmonious and civilized industry environment as the main line, adhere to the problem-oriented and goal-oriented principles, and use the modern management concept of "wisdom+interconnection+collaboration" to build the subsystems of "smart site" according to local conditions in about two years, gradually realize the full coverage of the city’s "smart site" management system and connect with the province’s "smart site" management system.

Second, the basic situation

(1) Platform functions. Lishui Smart Work Site Platform includes video monitoring management, real-name registration system attendance management, environmental monitoring management, quality supervision and safety supervision, etc. Combined with the requirements of industry supervision functions, it gradually realizes functions such as quality, safety, dust prevention, project progress, personnel management, data statistical analysis and government supervision.

(2) Information collection. Smart site platform mainly collects basic information of enterprises and projects, video monitoring information, attendance information of real-name registration system, environmental monitoring information, quality and safety supervision information, etc., and realizes real-time early warning, task release and disposal based on the same platform, and later provides decision support through big data analysis services.

(3) management authority. Lishui Smart Site Platform is built and managed by the Municipal Construction Bureau in a unified way, and it is opened and applied to the relevant offices (stations) of the Municipal Construction Bureau, the housing construction departments of all districts (cities) and counties, and relevant enterprises and project departments according to the responsibilities and authorities, so as to realize the smart management of the city’s construction projects and improve the quality, safety and civilized construction control level of the city’s construction projects.

(4) Responsibilities of service providers. The network service provider is responsible for assisting the competent business department in daily maintenance of the system platform, network access, system training and site equipment compliance acceptance service. The construction unit and equipment service provider are responsible for the installation and daily maintenance of site equipment, that is, who installs, manages and is responsible.

Third, the construction content

(A) video surveillance

1. Scope of implementation

Since December 10, 2019, the following construction projects must be equipped with an online video surveillance system and connected to the platform:

(1) Projects with a newly started construction area of 5,000 square meters or more after December 10, 2019, including new construction, renovation and expansion of houses; Municipal infrastructure projects with a project cost of 20 million yuan or more.

(2) Construction projects under construction with a construction area of 5,000 square meters or more that have not been accepted by the main branch project before December 10, 2019; Municipal infrastructure projects under construction with a project cost of 20 million yuan or more and a remaining construction period of 6 months or more.

(3) The construction projects listed in Lishui City’s standardized construction site creation plan for building safety and civilized construction, including those newly built or whose main branch projects have not been accepted before December 1.

Meet the above conditions, it is a special project or other special circumstances, the project is located in the construction department for examination and approval, you can not install online video monitoring system.

2. Installation requirements

(1) The number of video monitoring points installed. Housing construction project construction area of less than 20 thousand square meters, not less than 1 ball machine and 3 bolt machines; Housing construction project construction area of 20 thousand square meters and less than 50 thousand square meters, not less than 1 ball machine and 4 bolt machines; For every 50,000 square meters increase in construction area, it is necessary to add another ball machine monitoring point; For projects with complex surrounding environment or large scale, the number of video monitoring points should be increased according to the actual needs of the project, and the specific requirements should be determined by the construction administrative department where the project is located.

(2) Installation position of video monitoring point. The arrangement and installation of video monitoring points should be determined according to the actual situation of the construction site. The main installation positions are as follows: the highest point of the construction site (the installation position of the ball machine), the entrance and exit of the construction site, the vehicle washing pool, the processing area, major hazard sources and other parts. If there is a living area, at least one gun must be installed in the living area, and each entrance with multiple entrances and exits in the construction site should be equipped with a gun monitoring point. The installation position should be the most reasonable and favorable position that can reflect the construction situation of the project. Ensure that the construction status of personnel, major hazard sources and engineering subjects at the entrance and exit of the whole project can be displayed. The installation height should be considered to meet the needs of the whole construction process and reflect the construction status of the main places as much as possible. The monitoring points should be installed at locations that do not need to be moved during construction as far as possible to avoid repeated demolition and reinstallation.

(3) Technical standards and access requirements of video monitoring system. See Annex 1 for the technical standards of video surveillance system. Only qualified equipment can access the platform. See Annex 2 for the interface protocol of video monitoring platform. Monitoring equipment meeting the requirements of technical standards should be adopted in each construction site, and the Municipal Construction Bureau should be contacted for testing and access. Units that have completed the construction in advance should upgrade all kinds of equipment that do not meet this standard to ensure that they can be integrated with the platform.

(2) real-name registration system attendance

1. Scope of implementation

All newly started projects after December 10, 2019 will be connected, and the projects that have started, special projects or other special circumstances are the same as video surveillance requirements.

2. Attendance object

Main management personnel and construction workers of construction and supervision units.

3. real-name registration system attendance equipment installation requirements

(1) Installation quantity and location. The quantity of equipment shall be purchased according to the actual demand of the construction site, and the actual attendance needs shall be met. The equipment shall be installed at the main entrance and exit positions. In order to ensure the equipment identification effect, the installation position shall avoid east-west orientation as far as possible.

(2) real-name registration system attendance equipment technical standards and access requirements. See Annex 3 for the technical standard of attendance equipment in real-name registration system. Only qualified equipment can access the platform. (3) Environmental monitoring

(1) Installation quantity requirements. The quantity of equipment shall be purchased according to the actual demand of the construction site, and if the area is within 50,000 square meters, at least one inspection point shall be installed; For every 50,000 square meters of floor space, one more monitoring point will be added. Meet the requirements of municipal infrastructure projects each bid set at least 1 monitoring point. Installed at the main entrance or exit or around the foundation pit.

(2) Installation position requirements. The monitoring equipment shall be installed within the enclosure of the construction site and can directly monitor the main construction area on the site. The on-site spraying system should avoid the on-line monitoring facilities for dust, and should not interfere with the normal monitoring of the monitoring facilities. If one monitoring point is set, it should be set at the main entrance and exit of construction vehicles; If two or more monitoring points are set, at least one of them should be set at the main entrance and exit, and the rest should be set at the field boundary closest to the surrounding sensitive points. When it is adjacent to other construction projects, monitoring points should be avoided at the adjacent boundary.

(3) Technical standards and access requirements of environmental monitoring equipment. See Annex 5 for the technical standards of environmental monitoring equipment. Only the equipment that meets the requirements can access the platform. Refer to Annex 6 for the interface agreement of environmental monitoring platform. Monitoring equipment meeting the requirements of technical standards should be adopted in each construction site, and contact the Municipal Construction Bureau for testing and access. Units that have completed the construction in advance should upgrade all kinds of equipment that do not meet this standard to ensure that they can be integrated with the platform.

IV. Procedures

The installation, use and removal of smart site equipment shall be handled according to the following procedures:

(1) Determine the installation scheme. Network operation service providers go to the construction site for survey, and jointly determine the number of equipment points, installation locations, installation plans, etc. with construction, supervision and construction units; The construction unit shall complete the production of the equipment installation scheme and point layout of the smart construction site in the construction site, fill in the Notice Form for Equipment Installation of Smart Construction Site in Lishui City (Annex 7), and report it to the construction engineering quality and safety supervision institution where the project is located for the record.  

(2) Installation and use. With the cooperation of the construction unit, the supervision unit and the construction unit, the network operation service provider installed the special network for the smart site. After the construction unit passed the acceptance, the smart site system was officially put into use. Within one month after the official start of the project, at least two video monitoring points (vehicle washing pool and real-name registration system attendance machine), environmental monitoring equipment and real-name registration system attendance equipment must be installed, and other smart site equipment should be installed in time according to the construction progress.

(3) Modification of the system scheme. No unit or individual is allowed to modify the reviewed smart site plan and smart site equipment layout plan without authorization. If it is really necessary to modify, the construction unit shall apply, and the modification can only be made after the network operation service provider, supervision unit and construction unit audit and report to the construction administrative department where the project is located for approval.

(4) Demolition and relocation. Without the consent of the construction administrative department where the project is located, the construction unit shall not dismantle or move the smart site equipment. If it is necessary to dismantle or move the equipment, the construction unit shall go through the formalities at the construction administrative department where the project is located three working days in advance, and fill in the Notice Form for Equipment Demolition (Relocation) of Lishui Building Engineering Smart Site (Annex 8). With the Notice Form of Equipment Removal (Relocation) of Lishui Smart Construction Site, the network operation service provider will remove or move the dedicated network of smart construction site, and the construction unit shall not remove or move the smart construction site equipment without authorization.

V. Supervision and management

(1) Local construction authorities should regard smart sites as an important starting point for quality and safety supervision, strictly implement them in accordance with the provisions of the implementation measures, and urge those sites that fail to install the smart site system on time, refuse to install the smart site system, and fail to ensure that the smart site system is in good working condition to be rectified in place, so as to promote the smooth implementation of smart sites. Local construction authorities shall supervise the construction sites under construction in real time through the smart site system, and keep account records.

(2) For the construction projects that have started before the implementation of this notice and need to install smart site systems, the equipment installation and system access of all smart site systems should be completed before December 31, 2019.

(III) The construction of smart site is included in the "one-vote veto" of creating a standardized construction site for building safety and civilized construction in Lishui City. In accordance with the requirements of this notice, a site that fails to install or refuses to install the smart site system on time and cannot guarantee that the smart site system is in good working condition may not participate in the standardized construction site for building safety and civilized construction in Lishui City in principle.

(four) local construction authorities shall, within 3 working days after receiving the application for modification or removal of the smart site system, review and reply to the applicant.

(five) local construction departments should complete the construction of local smart site sub-centers before June 30, 2020, and can formulate implementation rules according to this notice.

VI. Maintenance Management

(1) Network operation service providers and equipment service providers that provide smart site system services must ensure the normal operation of smart site systems, diagnose equipment failures in real time and immediately deal with them, and regularly send people to the construction site for maintenance.  

(2) The construction unit shall assign a special person to be responsible for the management of smart site systems and equipment, and complete the work of scheme formulation, contract signing and equipment acceptance, and check and make records every day. If abnormal conditions are found, it is necessary to find out the reasons and notify network operation service providers and equipment service providers in time, take effective measures to ensure the safety of facilities and lines in smart construction sites, and actively do a good job in maintaining facilities and lines. If it is found that the monitoring equipment of the smart site is intentionally damaged, the competent construction department where the project is located shall immediately order it to be repaired immediately.

(3) If the smart site system fails, all relevant units should carry out maintenance as soon as possible according to the contract, and in principle, the repair should be completed within 24 hours after receiving the report.

(4) In order to ensure the effective implementation of the smart site, the expenses of online video monitoring system such as leasing, installation, debugging, maintenance and network leasing are included in the expenses of safety protection and civilized construction measures of construction projects, and the funds are special.

(5) Local construction (construction industry) authorities, construction engineering quality and safety supervision institutions, construction units, construction units and supervision units should use the smart site system to realize remote dynamic supervision and management of the construction site. Yunnan Traditional Craft Revitalization Action Plan

  In order to conscientiously implement the spirit of the Notice of the General Office of the State Council on Forwarding the China Traditional Craft Revitalization Plan of the Ministry of Culture and other departments (Guo Ban Fa [2017] No.25), strengthen the protection of intangible cultural heritage, revitalize traditional crafts, and combine the reality of our province, this plan is formulated.

  The traditional craft mentioned in this plan refers to the production craft and related products with historical inheritance and national or regional characteristics, which are closely related to daily life and mainly use manual labor. It is a creative manual labor and individualized production, which has irreplaceable characteristics in industrial production, mainly including representative projects of intangible cultural heritage such as traditional skills, traditional fine arts and traditional medicine processing.

  I. Significance

  Traditional craft contains Chinese cultural values, ideological wisdom and practical experience, and is an important part of intangible cultural heritage.   The traditional crafts in our province have a long history and various categories. There are nearly 150 traditional crafts in the national and provincial intangible cultural heritage representative projects. Our province is a province that put forward and implemented the folk craft of "Jin Mu Earth-Rock Cloth" as the core format earlier to promote the development of local cultural industry. Implementing the traditional craft revitalization plan is of great significance to promoting the construction of a strong province of ethnic culture and creating a world-class "healthy living destination card".

  Second, the overall requirements

  (1) Guiding ideology. Guided by the Supreme Leader’s Socialism with Chinese characteristics Thought in the New Era, we should fully implement the spirit of the 19th National Congress of the Communist Party of China, follow the guidelines for the protection of intangible cultural heritage, improve the inheritance ability and level of intangible cultural heritage, promote the rational utilization of intangible cultural heritage resources, make traditional crafts enter the contemporary society, integrate into modern life, and fully reflect the creative value of manual labor.

  (2) Basic principles. Adhere to the basic principles of organic unity of intangible cultural heritage protection and utilization, creative transformation and innovative development of traditional culture, so that traditional crafts can be widely used in modern life. Respect the excellent national traditional culture, adhere to the craftsman spirit, stimulate creative vitality, promote employment and increase income, and adhere to green development.

  (3) Work objectives. By 2020, the inheritance and innovation ability, industry management level, market competitiveness and the promotion of urban and rural employment of traditional crafts will be significantly improved, and a number of traditional craft themes and product varieties will be formed, and a number of well-known brands with high design and production levels will be cultivated, and a group of talents with strong inheritance and innovation ability will be cultivated.   III. Main tasks

Support schools to organize and carry out traditional craft experiences and competitions that reflect regional and national characteristics, improve young people’s hands-on ability and creativity, and deepen their understanding of traditional crafts. Give full play to the role of cultural centers, libraries, museums, etc. at all levels, and carry out activities such as exhibitions, experiences, lectures, trainings, etc. of traditional crafts for communities and rural areas, so as to enrich the cultural life of the masses and enhance the social identity of traditional crafts. Vigorously organize representative inheritors of intangible cultural heritage of traditional crafts to participate in expositions, exhibitions or exhibition activities. Organize representative inheritors, enterprises and industries of intangible cultural heritage of traditional crafts.Organize representatives to carry out international exchanges and training for countries all over the world, especially South Asia and Southeast Asia. Cole visited China four times during his tenure as Prime Minister, which made positive contributions to the development of Sino-German relations. He was called "an active promoter of Sino-German relations and an old friend of the German people" by German leaders. In fact, as early as 1974, before China’s reform and opening up, Kohl visited China and became one of the earliest politicians in the Federal Republic of Germany to visit China. This paper focuses on reviewing Kohl’s outstanding contribution to the development of Sino-German relations, so as to cherish the memory of this great politician.

First, Cole’s first trip to China

In 1972, China established diplomatic relations with the Federal Republic of Germany, but for a long time after that, the ruling Social Democratic Party (SPD) government still regarded the Soviet Union as the focus in its New Oriental policy, unwilling to offend the Soviet Union by developing diplomatic relations with China. Therefore, the Federal German government’s political contacts with China are very cold. "Doing (economic) business with Beijing and talking about detente with Moscow" has become an important feature of the Federal German government’s policy towards China and the Soviet Union, two eastern powers.

In contrast, Cole’s Christian Democratic Union (CDU) not only played an important role in the process of establishing diplomatic relations between China and the Federal Republic of Germany, but also became the main political force of the Federal Republic of Germany to promote the development of bilateral relations between the two countries after the establishment of diplomatic relations. In 1971, the visit of CDU party member and former Federal German Foreign Minister Gerhard Schr?der (1910-1989) to China became a prelude to the establishment of diplomatic relations between the two countries. Franz Josef Strauss (1915-1988), the leader of Christian Social Union (CSU), the sister party of CDU in the Bundestag, also visited China many times and held talks with Mao Zedong.

Before Cole’s first visit to China in September, 1974, Willy Brandt (1913-1992) had resigned as prime minister, and the Social Democratic Party began to make adjustments to its China policy. The CDU still held the initiative in its China policy. Cole, who has become the chairman of the CDU and the governor of rheinland-pfalz, held talks with Deng Xiaoping, then the deputy prime minister of the State Council, and established a personal friendly relationship with Deng Xiaoping. This visit to China has deepened his understanding of China, and he thinks: "As a potential superpower, China plays a decisive role in international politics. China’s support for Western European Union and German reunification is very important. "

Second, promote the development of Sino-German relations in the 1980s

In 1982, the Social Democratic Party government, which had been in power for more than ten years, went out of office, and the CDU regained the position of Chancellor of the Federal Republic of Germany. The relationship between China and the Federal Republic of Germany has ushered in a more rapid development.

In October 1984, Cole visited China for the first time as Prime Minister. According to the Germans at this time, a "revolution" is taking place in China, and Deng Xiaoping is regarded as the leader of this revolution. The Federal German reporter who visited China with Cole at the same time believed that the Chinese side showed a brand-new external appearance in the reception process, "from exporting revolutionary ideology to praising the market economy". During his current visit to China, Cole’s conversation with Deng Xiaoping, who is leading China’s reform and opening up, is also more relaxed than it was 10 years ago. The two sides not only talked about state affairs, but also had a relaxed exchange on issues such as height and longevity. In order to show respect for this guest and attach importance to the technology of the Federal Republic of Germany, Deng Xiaoping even said modestly to Cole that it will take China another 50 years to catch up with the economic level of the Federal Republic of Germany.

Cole told the Bundestag after returning home that China and the Federal Republic of Germany have a lot in common on issues such as safeguarding world peace, European union and dealing with national division. In a government statement on October 18th, 1984, he emphasized China’s important position in world politics as the world’s most populous country, a nuclear power and a permanent member of the UN Security Council, and pointed out that "China’s opening to the world and its modernization process will not be reversed".

Cole’s trip has also greatly promoted the economic, trade and cultural exchanges between the two countries. More than 20 people from the industrial and commercial circles of the Federal Republic of Germany came to China to discuss with the Chinese side such issues as nuclear power plants, television satellites and Sino-German joint-venture automobile enterprises. During his current visit to China, Cole personally witnessed the signing ceremony of Shanghai Volkswagen Co., Ltd., a joint venture between the two countries and one of the models of Sino-foreign joint ventures. Tongji University, also located in Shanghai, has a long history with Germany and was once the focus of Germany’s cultural policy toward China. During Cole’s first visit to China, he visited Tongji University on October 13th, which was the first visit to Tongji University by the Federal Chancellor after the founding of New China. The closer relationship between China and the Federal Republic of Germany indirectly urges the Democratic Republic of Germany, another country of the German nation, to accelerate the normalization of relations with China. After 1976, the GDR observed the political and economic situation in China for a long time, and became the first country in the Soviet-East camp to normalize relations with China before the Soviet Union. It regards China not only as a force that can be used in diplomacy and international politics, but also as an economic partner with great potential. Cole’s visit to China put great pressure on the top political leaders of GDR. Erich Honecker (1912-1994), the leader of the GDR, pointed out that the cooperation between China and the Federal Republic of Germany and other western countries "will only benefit the reactionary forces of international imperialism" and lead to "Beijing’s hostility to socialist countries", and the GDR urgently needs to normalize relations with China.        

Against this background, in October 1986, two years after Cole’s visit to China, honecker, the first figure in the GDR, finally successfully completed his planned visit to China for many years. The normalization of the relationship between China and the GDR means that the relationship between China and the two Germans has begun to emerge from the shadow of the Cold War.

When Cole came to China again as Prime Minister in July 1987, he was called "an old friend of the people of China" by China leaders at that time. In fact, before his visit to China, both the political and economic circles of the Federal Republic of Germany were uncertain about the domestic situation and future development of China at that time. When meeting with Cole, Deng Xiaoping, then director of the Central Committee of the Communist Party of China Advisory Committee, said that China’s reform and opening-up process will continue, and there are no contradictions and disputes between China and the Federal Republic of Germany. Therefore, long-term cooperation between the two countries is entirely possible. Cole said, "China’s great development can be seen everywhere", "China is constantly fighting against backwardness and complacency with vigorous energy".

At this time, the economic and trade relations between the two countries continued to develop rapidly, and the trade volume between the two sides reached 8.9 billion marks. The Federal Republic of Germany has become the fourth largest trading partner of China after Hong Kong, China, Japan and the United States. However, due to the lack of foreign exchange and huge trade deficit in China at that time, the export of the Federal Republic of Germany to China was greatly restricted, making it difficult to further expand and many large-scale projects were difficult to carry out. To this end, the Federal Republic of Germany has increased its efforts to provide government loans to China in order to promote the growth of exports to China. A representative project is the Metro Line 1 built for Shanghai by the Federal Government of Germany. On the condition of government loans, the Federal Republic of Germany also exported its trains and electric equipment to China.

Cole’s trip is also trying to solve the problem that the Federal Republic of Germany has less investment in China. At that time, among the 3,000 Sino-foreign joint ventures in China, there were only 19 joint ventures between China and the Federal Republic of Germany. During this trip, Kohl reached an agreement with Chinese leaders that the two sides will set up a special expert group to discuss the investment of Federal German enterprises in China every year.

Thanks to the joint efforts of senior leaders of both sides, throughout the 1980s, China and the Federal Republic of Germany exchanged more than 20 visits of officials at the level of deputy minister or above each year.
