The implementation of the new development concept in Jinan City is not strong enough, the political responsibility of managing the party is not pressed enough, corruption in key areas is still prone to occur frequently, the political life within the party is not standardized and serious, formalism, bureaucracy, fraud and violation of the eight central regulations are repeatedly banned, and the problems of cadres’ failure to take responsibility and inaction are more prominent.

Qingdao has the mentality of "small wealth means security", the "head geese effect" is not strong enough, the "key minority" has not given full play to its leading role, some cadres are in low spirits, and the phenomenon of inaction, inaction and chaos is more prominent. The responsibility of strictly administering the party in an all-round way is not strict enough, and there are many risks of integrity in key areas.
