At the same time, with the development of social economy and the progress of medical science and technology, the average life expectancy has been greatly extended, and the proportion of "silver-haired people" in the population has become higher and higher. Data show that by the end of 2019, the number of elderly people over 60 in China reached 254 million, accounting for 18.1% of the total population.
"While most people enjoy the dividend of digital technology, the difficulties encountered by the elderly in the digital age are particularly prominent because of their weak adaptability to new technological means." She said.
She pointed out that as one of the richest sectors of China’s economy, Guangdong-Hong Kong-Macao Greater Bay Area is entering an aging age in an all-round way. According to statistics, the population over the age of 60 in Guangdong has reached 14.4 million, among which 90% of the elderly choose to stay at home for the elderly. Hong Kong is one of the regions with the longest life expectancy in the world. In the past, the traditional concept of raising children to guard against old age has been greatly impacted by factors such as the transformation of economic form, the declining birthrate and the emigration of children. How Guangdong, Hong Kong and Macao work together to solve the problem of providing for the aged in the Bay Area has become an urgent and important livelihood issue.
For example, she said that since last year, due to the epidemic prevention measures, many Hong Kong residents in Guangdong were unable to return to Hong Kong for medical treatment. The SAR Government launched a special support plan to allow Hong Kong residents to see a doctor at the Shenzhen Hospital of the University of Hong Kong. A week after the launch of the plan, 3,468 applications were received, but only 59 people successfully made an appointment. The reason is that most of the applicants are elderly people, and they are not familiar with the skills of using computers to surf the Internet, which easily leads to the wrong input of ID numbers and unclear uploaded pictures, so that a large number of applications cannot pass the examination.
The Outline of Guangdong-Hong Kong-Macao Greater Bay Area’s Development Plan clearly emphasizes: deepen the cooperation in providing for the aged, support Hong Kong and Macao investors to set up social service institutions for the aged in nine cities of the Pearl River Delta in the form of sole proprietorship, joint venture or cooperation, and create convenient conditions for Hong Kong and Macao residents to provide for the aged in Guangdong. Based on this, Chen Dandan also put forward three specific suggestions in the proposal:
First, the traditional service mode for the elderly in the Bay Area is in parallel with intelligent optimization and innovation, and a number of intelligent service platforms suitable for the elderly in Guangdong, Hong Kong and Macao are created. Helping the elderly to cross the "digital divide" is by no means a temporary solution. In view of the particularity of the elderly, it is only a basic requirement to retain the traditional service methods that the elderly are familiar with in the digital age. Providing intelligent technology so that the elderly can live an active, safe, independent and happy old age is the long-term goal.
It is suggested that Guangdong take the lead and relevant institutions in Guangdong, Hong Kong and Macao participate in the promotion, and actively encourage capital and technology enterprises to build a number of intelligent service platforms suitable for the elderly in the Bay Area, so as to make the digital service for the elderly in the Bay Area a national model.

The second is to gather the advantages of Guangdong, Hong Kong and Macao, and build a professional service platform for the aged that integrates cross-border training, qualification certification, health and other functions. The traditional service model for the aged often stays at the demand level of physiology and safety, while the professional care service needs the effective cooperation of more than ten jobs such as rehabilitation, nursing, nutrition, psychology and social workers. The lack of professional ability and cooperative combat ability of caregivers makes the service efficiency and quality low, and the traditional profit model is single, which has become the pain point and difficulty of the old-age care industry at this stage.
Gathering the resources of health care and old-age care services in the Bay Area and building a professional training and qualification certification platform can not only provide individuals and enterprises interested in joining the old-age care industry in the Bay Area with industry passes officially certified by the three places, but also ensure the continuous output of professional old-age care talents.
The third is to establish a spot check and return visit system to supervise the practicality and convenience of each intelligent platform. The most important thing is the evaluation of users, especially the evaluation of elderly users. Establish a feedback channel for the elderly, so that the elderly living in Guangdong-Hong Kong-Macao Greater Bay Area can reflect the positive feedback and bad experience in practical application in time, and the aging-adaptive transformation of each intelligent platform can be continuously optimized and upgraded, thus forming a relatively stable aging-adaptive product version.
This requires the establishment of a special system of return visits and spot checks, which can be led by civil affairs, health, science and technology institutions in Guangdong, Hong Kong and Macao, and the introduction of third-party evaluation agencies to conduct regular return visits and spot checks on the digital service experience of the elderly from the aspects of food, clothing, housing, transportation, medical entertainment, etc., and form a specific feedback list in time, thus promoting the gradual improvement of intelligent service functions for the elderly.
