The Beijing Morning Post reporter learned yesterday that the Beijing No.3 Intermediate People’s Court sentenced Ji Haiyi to life imprisonment and deprived of political rights for life for accepting bribes.

　　The biggest gold owner "bribed" more than 53 million.

　　Beijing No.3 Intermediate People’s Court found through trial that from 2005 to 2011, Ji Haiyi took advantage of his position as Party Secretary of Sunhe Township, Chaoyang District, Beijing to provide assistance to Beijing Jiaren Investment Co., Ltd., Beijing Julilong Investment Co., Ltd., Beijing Xingguang Rehabilitation Service and Welfare Center for the Elderly, Zhao and other units and individuals in engineering projects, company management, compensation for relocation and retreat, etc.

　　In the meantime, Ji Haiyi, alone or together with Li and his son Ji Moumou, illegally accepted Ge Mou, the actual controller of Beijing Jiaren Investment Co., Ltd. and Beijing Julilong Investment Co., Ltd., and Liang Mou, Zhao Mou and Gu Mou, the legal representatives of Beijing Xingguang Rehabilitation Service and Welfare Center, and other 11 people gave money and materials totaling RMB 59.32 million.

　　The reporter learned that among the 11 people, Ge is the biggest "gold owner" of Ji Haiyi. In eight years, he has given Ji Haiyi 11.85 million yuan in cash, 15.18 million yuan in real estate, 15.51 million yuan in gambling money, and more than 11 million yuan in money and materials to Ji Haiyi’s mistress and son, totaling more than 53 million yuan.

　　Six diaries detail the contents of bribery.

　　Ge said that from 2004 to 2012, his company contracted some relocation housing construction projects, all of which were in Sunhe Township. Ji was then the party secretary of Sunhe Township, and he had the highest decision-making power in project entry, project scale, project pricing, project payment and project settlement. In order to get help and thanks from Ji in the above matters, his company has had economic exchanges with Ji Haiyi one after another.

　　In the six diaries written by Ge, the amount of each bribe was recorded: 100,000 during the Spring Festival in 2005; 200,000 yuan after the Mid-Autumn Festival in 2005; 150,000 during the Spring Festival in 2006; 500,000 yuan in March and April of 2006; In 2006, Haiyi’s birthday was 200,000 yuan, alcohol and tobacco; 500,000 yuan before the Spring Festival in 2007; In the summer of 2009, Ji Haiyi said that a golf course had just opened, with 1.5 million yuan. "He didn’t pay back the money I gave Ji Haiyi, and he won’t pay me back." Ge said frankly. Together with mistresses, they received more than 8 million bribes with Ji Haiyi, as well as a woman Li and her son Ji Moumou. Li was originally a waiter in a karaoke bar. Because Ji Haiyi often came to sing, the two became familiar with each other and established a lover relationship in January 2008, which lasted until the second half of 2011. In Ji Haiyi’s bribery, Li’s "figure" appeared many times, and the two illegally accepted the car purchase money and house purchase money given by Ge, totaling 8.688 million yuan. In addition, from 2009 to the first half of 2011, Ji Haiyi also gave Li about 3.5 million in cash and a bank card of 100,000 yuan.

　　According to Li, at the end of 2009, Ji Haiyi asked her to change a car. Later, at a dinner party, she asked for an Audi A5 and told Ge that the naked car was 688,000 yuan. Ge got the message, and one day a few months later, Ge transferred the car money to Li. "Although he didn’t know why he bought me a car, I know that he has a project in Sunhe Township. Ji Haiyi is the leader of Sunhe Township, and he wants something from Ji Haiyi." Li said.

　　In the summer of 2010, Li wanted to open a pet hospital, and at a dinner, Ji Haiyi mentioned this matter and asked Ge to help find a facade room. Li finally selected a bottom business in Shifoying, Chaoyang District, with a house price of 8.3 million yuan. After a few days, Ge will pay 8 million yuan to Li’s bank card.

　　Gambling is like a life-threatening loss. Ji Haiyi also likes gambling. According to the court, in just one year, Ge paid more than 15.51 million yuan for Ji Haiyi. From 2010 to 2011, Ge Mou went to Macau to gamble with Ji Haiyi three times and paid for it.

　　Ge said that in December 2010, he went to Macau with Ji Haiyi, Li and others. Because he knew that Ji Haiyi was going to gamble, he prepared some money in advance. Unexpectedly, Ji Haiyi soon lost all the HK$ 3 million chips advanced by the casino. Seeing that he didn’t want to withdraw, Ge immediately exchanged HK$ 5 million chips for him.

　　In the spring of 2011, several people came to Macau again, and Ji Haiyi quickly lost the pre-stored HK$ 2 million chips. Later, he proposed to let Ge find a way to help exchange HK$ 10 million chips. Ge had to ask his friends in Hong Kong to help him, and changed HK$ 5 million chips first. A few hours later, Ji Haiyi ran out of chips, so Ge had to give out the remaining 5 million chips. After losing all of them, several talents returned to Beijing together.

A few days later, a Macao messenger called Ge, saying that Ji Haiyi had lost HK$ 3 million to make him pay, and Ge transferred more than RMB 2 million. After trial, the court held that Ji Haiyi, as a state functionary, took advantage of his position to illegally accept other people’s property several times, alone or in collusion with others, in order to seek benefits for others, and the amount was extremely huge, which constituted the crime of accepting bribes and should be punished according to law. In the end, the court sentenced Ji Haiyi to life imprisonment, deprived of political rights for life, and confiscated all personal property.

　　It is understood that in 2014, the Chaoyang District Commission for Discipline Inspection formed a joint investigation team to investigate some villagers in Sunhe Township who reported the clues of violation of law and discipline during the demolition of Sunhe local storage and found that Ji Haiyi was suspected of committing a crime. On July 19 of that year, Ji Haiyi surrendered himself. On July 21, the Beijing Municipal Commission for Discipline Inspection implemented the "two regulations" investigation measures against Ji Haiyi. On August 1, Ji Haiyi reported to the case-handling unit and exposed the criminal clues of others suspected of fraud.
