"Guangdong Province took the lead in launching the reform and construction of digital government in China, taking innovative government services as a breakthrough point, promoting mechanism reform and model innovation, and forming Guangdong experience in digital government construction." At the 2021 (16th) China E-government Forum and the first Digital Government Construction Summit "Digital Government Service and Governance Forum", Wang Qinmin, Vice Chairman of the 12th Chinese People’s Political Consultative Conference and Director of the National E-government Expert Committee, said.
With the theme of "innovation counts, empowerment counts", the forum focuses on innovating digital government services and empowering modern social governance, and conducts exchanges and discussions from multiple perspectives at home and abroad, inside and outside the province. Experts attending the meeting believe that optimizing government services is the key goal of digital government construction, and promoting the modernization of governance system is the key point that digital government construction must adhere to. We must adhere to the concept of people first and system, and strive to build an overall government with big platform sharing and big data wisdom, so that digital government services can be more efficient and governance can be more accurate, and people’s yearning for a better life can be better met.

"Guangdong series" platform to enhance the ability of government service
The construction of digital government is an important part of the construction of digital China, and it is also an important starting point to promote the modernization of national governance system and governance capacity. Since the 18th National Congress of the Communist Party of China, Guangdong government has pressed the "Acceleration" button, and the basic framework of digital government has taken shape initially. Innovative practices such as "running once at most", "running through one network", "unified management through one network" and "collaboration through one network" have emerged constantly, and the level of online government services has leapt to the leading ranks in the world.
In recent years, Guangdong has innovatively launched "Guangdong Series" mobile government service brands with distinctive features, such as Guangdong Province-saving, Guangdong Business Link and Guangdong Government Easy, ranking first in the evaluation of integrated government service capabilities of provincial governments for three consecutive years. Take the "Guangdong Province-saving" platform as an example. By November 24, 2021, the registered users of the platform had exceeded 150 million, covering over 2,200 services and 90 kinds of electronic licenses, and comprehensively optimizing people’s livelihood services and business environment.
At the same time, Guangdong focuses on improving the governance capacity of digital government and enhancing the coordination and supervision capacity of government affairs. In the forum, Wen Shubin, deputy mayor of Shanwei City, shared how to promote the digital transformation of government services and governance with the "map of people’s feelings" as an incision: "At present, the map of people’s feelings has collected a total of over 2.56 million people and over 695,000 houses, and completed an aerial map of 2,120 square kilometers, bringing together 305 types of data from 23 party and government organs; Established a county and town two-level logistics command center and reported 200,000 incidents. " He said that since the launch of the map of people’s feelings, it has quickly played the role of grasping people’s feelings, resolving contradictions, optimizing services and promoting development, and realizing the transition from chaos to governance.
In order to fully tap the value of data and accelerate the modernization of governance system and governance capacity, Guangdong Province has also implemented the chief data officer system, the first government in China, in 10 cities including Shenzhen and 6 provincial departments including Guangdong Provincial People’s Social Welfare Department. Taking the Provincial People’s Social Welfare Department as an example, the department initially concentrated the data of people’s social welfare in 21 cities in the province to the provincial people’s social welfare data center, and the total amount of data effectively stored reached 340T, and the "Guangdong Smart People’s Social Welfare Center" was built, which carried out data display and analysis in five major sectors: public employment, social insurance, personnel and labor relations, providing efficient support for digital services, digital supervision and digital decision-making.
In the next step, Guangdong will continue to deepen the reform and construction of digital government, strengthen the system docking and data sharing with the national integration platform, strive to build an overall government with big platform sharing and big data convergence, and strive to promote the deep integration of digital government and economic development, improve people’s livelihood and social governance.

In the forum, 13 government leaders, experts and scholars with rich practical experience discussed the service and governance model of digital government. Li Donghong, director of the Shanxi Provincial Administration of Examination and Approval Services, introduced that the province insists on improving the government’s governance ability and level, taking the reform and innovation of the government information system and mechanism as a breakthrough, breaking the information island and promoting data sharing as a support, creatively putting forward the "five ones" digital government construction ideas and requirements of "one cloud, one network, one platform, one system and one city wall", and actively exploring a new development path for Shanxi to accelerate the construction of digital government.
"According to the requirement that one software manages the whole province in one field, we require all departments to strengthen the integration of internal information systems and coordinate the three levels of provinces, cities and counties, and the intensive construction has achieved remarkable results. It also implements the cloud network number integration security protection project to ensure the security of digital government, infrastructure and Shangyun government affairs system. " He said.
"Relying on the provincial government service platform, we continue to promote services such as’ one window for all’ and build a network of online and offline standardized comprehensive government services for’ internet plus N’." Li Jiang, director of the Kunming Municipal Affairs Service Bureau, shared the practice of "one window for all services", saying that Kunming promoted more than 13,000 government affairs, such as enterprise start-up and project construction project approval, to be accepted in a comprehensive window, which fundamentally solved the problems of uneven busy windows and long waiting time for people.
In terms of improving management efficiency and governance level, Zhu Cheng, director of Anhui Data Resources Administration, shared the practical experience of building urban brains in this province. "We regard the urban brain as an important starting point for promoting the construction of digital government and guide cities to seize new infrastructure opportunities. At present, the province has planned 85 urban brain-related projects, with an accumulated investment of about 7.5 billion yuan; All 16 cities started urban brain construction, and 9 cities were initially completed, creating a total of 226 application scenarios. Among them, the application scenario of Hefei city lifeline realizes the safe operation management of the city, from invisible to visible, from post-investigation to early warning, from passive response to active change. " He said.
Jianshewan district
Guangdong, Hong Kong and Macao will deepen smart government cooperation.
"In the face of the epidemic, it is an important measure for the cooperation between Guangdong and Macao to make customs clearance safe and convenient. With the close cooperation between the two parties, we use digital technologies such as blockchain to realize mutual recognition of Yuekang Code and Aokang Code while ensuring information security and protecting personal privacy, which is convenient for residents of the two places to live and work. " Lin Zhilong, director of the Office of the Secretary for Administration and Justice of the Macao Special Administrative Region, said.
During the "14th Five-Year Plan" period, Guangdong’s digital government reform and construction will conscientiously implement the relevant requirements of the national digital government construction, serve the national major strategic deployment of "two-zone" construction, play a traction role in the construction of Guangdong-Hong Kong-Macao Greater Bay Area’s world-class smart urban agglomeration, and gradually establish market-oriented trading rules and platform institutions for data elements to promote the orderly and efficient circulation of data in Guangdong-Hong Kong-Macao Greater Bay Area.
In September this year, Zhuhai and Macao jointly promoted the new mobile cross-border digital service platform "Zhuaotong" APP, which covered over 100 public services frequently used in Zhuhai and Macao. It was an innovative practice for Guangdong and Macao to strengthen the convergence of rules and mechanisms, accelerate cross-border data flow, jointly promote the construction of cross-border digital service system, and explore the establishment of cross-border open, cooperative and demonstration digital service integration.
"In terms of cooperation between Guangdong and Macao, Macao will work with Guangdong Province to promote the development of public services in the two places, promote the cross-border communication of government services in Guangdong-Hong Kong-Macao Greater Bay Area, and promote the continuous optimization of high-frequency government services by scientific and technological means to provide greater convenience for residents’ daily life and work development in the two places." Lin Zhilong said.
At the forum, Huang Zhiguang, Office of the Chief Information Officer of the Hong Kong Special Administrative Region Government and Deputy Chief Information Officer, introduced that Guangdong and Hong Kong will continue to deepen exchanges and cooperation in smart government and data governance. "Hong Kong will sign a framework cooperation agreement with Guangzhou to learn from the Guangzhou certification service platform to facilitate residents and enterprises to use relevant services in Guangzhou. It will also carry out related construction such as blockchain credibility and industry operation and maintenance to provide better protection for data sharing and circulation in the Bay Area. " He said.
